Many dogs that insistently eat paper, pillow stuffing and other fluffy materials do that because they like the way it feels in the mouth. They have the instinct to carry prey, for example fetching birds when the owner is hunting. Getting the dog a feather toy or some other fluffy chewing toy usually satisfies that instinct.
