If she frequently pulls out of her collar look into a Martingale style collar. They are not a severe as a regular choke collar since they cannot infinitely tighten and choke the dog. It has a small loop of leather or fabric that tightens when the dog pulls. The collar may save her life since she can’t pull out and run off into traffic. You may have to order off the internet. I buy Lupine brand ’cause I like the patterns.
